Is R&D Enough to Take Advantage From External Knowledge?: Focusing on Coordination Mechanisms

The purpose of this paper is to analyze the role of research and development (R&D) and coordination mechanisms (such as decentralization in decision-making and formalization of organizational processes) in the transformation of external knowledge into innovation results. We use survey data for performing standard ordinary least squares regressions in a representative sample of firms from the Spanish Ceramic Tile Industry. The results suggest that R&D is an important moderator influencing the relationship between acquiring external knowledge and innovation outcomes. Can fiscal decentralization alleviate government consumption volatility?

We analyse how fiscal decentralization affects the volatility of government consumption extending the existing literature that mainly deals with the effects of the former on government size. Using data for 97 developed and developing countries from 1971 to 2010, we find that a higher degree of fiscal decentralization leads to lower government consumption volatility. This result holds for the sub-sample of advanced economies, while it is not confirmed for those less-developed. Stochastic Frontiers Approach: an Empirical Analysis of Italian Environmental Spending

Using the stochastic frontiers approach (SFA) on a panel of Italian regional data, this paper tries to analyse the optimal design of environmental spending. The main question is, so forth, studying centralization vs decentralization of a public economic function, such as the protection of the environment, in order to improve the welfare of a country. Empirical results on Italy are ambiguous: the changing from a centralized to a decentralized government, giving more autonomy to local units, does not highlight a clear improvement in regional economic performance.
